The capacity in the WWE Performance Center is extremely limited, so there's been some speculation about why WWE hasn't brought in at least a handful of fans. Now, common sense says that even 50 - 100 people in the building would be too many as that would risk spreading COVID-19, and it turns out that's exactly what the issue is.

According to PW Insider, the reasons WWE hasn't used even employees or trainees in the crowd as audience members is because they're not allowed to.

The city of Orlando has told them that while they can run shows, there can't be people in attendance watching (which is why even WrestleMania is taking place inside an empty WWE Performance Center). All Elite Wrestling has to follow similar guidelines from Florida state officials, which is why they're also not bringing in any fans/extras.
