Since she won the NXT Women's Championship from Rhea Ripley at WrestleMania, we've seen Charlotte Flair show up on RAW, NXT, and SmackDown with the title. However, she's not really been portrayed as a babyface or heel, and on last night's RAW, The Queen declared herself WWE's top star. 

During the latest Wrestling Observer Radio, Dave Meltzer commented on that and explained that she is indeed viewed as a top star, and is now being booked that way. As a result, she's neither a good guy nor a bad guy.

"She’s just supposed to be a star," he explained. "She’s not a babyface and she’s not a heel."

Now, Flair can fill any role WWE wants. For example, she was a babyface on SmackDown last week, but came across more like a heel on RAW. Following Becky Lynch's departure due to her recently announced pregnancy, The Queen is arguably WWE's top female talent, but portraying her so differently across shows could prove to be confusing for fans. Ultimately, it likely depends on what situation she finds herself in.
