According to the latest Wrestling Observer Newsletter, both WWE Champion Brock Lesnar and RAW Executive Director Paul Heyman had creative input in the 30-Man Royal Rumble match on Sunday.

The actual producers of the match were Shane McMahon, Chris Park (Abyss), Jamie Noble, and Lance Storm. Lesnar and Heyman obviously had a say in the first half of the match which saw The Beast dominate the competition and ultimately get eliminated by Drew McIntyre.

WWE Chairman Vince McMahon was heavily involved in the final few minutes of the match and made the decision to have McIntyre eliminate Roman Reigns and ultimately walk out with the big win.

As for the 30-Woman Royal Rumble match, that was put together by Adam Pearce, Tyson Kidd, Mickie James and WWE Hall of Famer Michael "PS" Hayes. Triple H also had input into that match on the day of the show to reportedly help it flow a little better.
