It wasn't until late 2007 that WWE started naming and shaming the Superstars suspended under the company's Wellness Policy (now known as the Substance Abuse and Drug Testing Policy) and we've since seen everyone from Roman Reigns to Paige put on notice because of this. However, it turns out that this rule reportedly doesn't apply to wrestlers under contract for "in-ring services."
According to Dave Meltzer, that means that while WWE will name talent on the main roster in violation of this policy, that doesn't apply to NXT performers and those on a developmental contract.
It's worth noting that talent on the main roster such as Adam Rose andKonnor (both of whom were formerly associated with NXT) were suspended for 60 days for a second violation but we never heard when the first took place. This is a little shady but WWE clearly prefers dealing with up and coming talent in house and it is up to them even if it contradicts the company's own regulations!
Now this has been revealed publicly, it will be interesting seeing if WWE responds in any way or if it's going to be business as usual. Bear in mind that this could be a way of protecting upcoming wrestlers from too much scrutiny and as long as they're still punished, the company isn't doing anything wrong.
