While there's been some talk of SmackDown Live being extended to three hours, The Wrap claims that the show is set to remain at two hours when it moves from USA to FOX this October. 

The reason for this is surprisingly simply; unless it's a major sporting event or the NFL, FOX programming can only run from 8 - 10pm ET because local affiliates take over at 10pm for local programming. There is, however, a possibility that the third hour could air on Fox Sports 1 which would be a big risk in terms of ratings. 

For now, what we do know for sure is that SmackDown LIve will start airing on FOX on Friday, October 4th at 8pm. There's still no word on whether it will air live on the West Coast or via tape delay.
